Full Membership is open to any Pennsylvania Council of Government (COG) established by formal action of the governing body under the Intergovernmental Cooperation Act (Act 177), composed of at least two municipalities, and is whose municipalities are actively meeting and maintaining an agenda focused on solving common problems and/or creating shared programs.

Affiliate Membership is open to any Pennsylvania Non-Profit, or any Intergovernmental Organization established under the Intergovernmental Cooperation Act (Act 177) that is not a Council of Governments. Affiliate members are non-voting members.

Associate Membership is open to any business, company or organization providing services or supplies to member COGs and/or their member municipalities. Associate members are non-voting members.

- Discounts for exhibiting at annual conference
- Opportunity to present information at training sessions
- Listed as Associate Member on PACOG website

PACOG Board of Delegates shall be comprised of one appointed delegate and one appointed alternate from each Full Member COG. Only one vote shall be cast for each COG
PACOG Officers shall be elected at the Annual Conference. The Board of Directors shall determine the general policies of the organization, supervise administration and staff activity, determine committees, adopt the budget, recommend the membership dues schedule, and perform duties usually vested in corporate boards of directors.
