Neighborhood Assistance Program (NAP)

This program provides tax credits for a project that serves distressed areas or supports neighborhood conservation. Projects must fall under one of the following categories: affordable housing programs, community services, crime prevention, education, job training or neighborhood assistance. This program addresses a single project that can be accomplished in a single year. A tax credit to offset state tax liability of up to 65% can be awarded to a private sector sponsor.

Neighborhood Partnership Program (NPP)

This program supports long-term collaborations (five years or more) of business, government, and community leaders to produce a comprehensive, asset-based and relationship-driven approach to community development. This program assumes multiple projects over a 5–6-year period. A tax credit of up to 90% or 95% to offset state tax liability to a private sector sponsor can be awarded based on the length of the program

Special Program Priorities (SPP)

This program targets specific problems and projects that the state has designated as priorities (see NAP/SPP guidelines for a list of the priorities) in a distressed area. The tax benefit to a business firm contributing to an approved SPP application would be eligible for up to a 90% tax credit to offset state tax liability.

Clean Air Act Funding

Clean Air Act Grants under the Inflation Reduction Act | US EPA

The Clean Air Fund money is derived from penalties collected by the Air Quality Program and distributed to support activities and projects that:

  • Improve air quality by reducing, eliminating, or preventing the creation of air pollution
  • Broaden understanding of air quality effects through health studies concerning air pollution
  • Educate the public on issues concerning air pollution
  • Provide special purpose ambient air monitoring
  • Lend their special expertise to the county (when requested) by providing consulting services or research and develop pollution-control technologies
  • Complete any other project consistent with the provisions of Article XXI and the mission of the Board of Health

The EPA issues a request for applications for funding each year. These projects are competitively awarded and are open to non-profits, local governments, private companies, and academic institutions for projects being undertaken. The project categories are: Urban Tree Planting; Electrification of Municipal Equipment; Fleet Electrification; Climate Resiliency and Climate Adaptation

Local Share Account

Local Share Account (LSA) – Statewide – PA Department of Community & Economic Development

The PA Race Horse Development and Gaming Act (Act 2004-71), as amended, provides for the distribution of gaming revenues through the Commonwealth Financing Authority (CFA) through the statewide Local Share Account to support projects in the public interest within the Commonwealth of Pennsylvania. Eligible projects are those that are in the public interest and improve the quality of life in the community.

Eligible projects include:

  • Acquisition
  • Construction to include renovation and rehabilitation
  • Demolition
  • Infrastructure – Sidewalks for public use will be considered
  • Purchase of vehicles, machinery and/or equipment
  • Planning, consulting and design costs related to planning projects.
  • Engineering, design and inspection, to include permitting fees, for construction projects not to exceed 10% of the total grant award.
